The 2G network mainly supports voice calls and short messages, with a low data transmission rate.
The 14th Five-Year Plan for the Development of the Information and Communications Industry clearly requires accelerating the decommissioning of 2G/3G networks and optimizing the allocation of spectrum resources. Therefore, it is decided to fully upgrade the existing 2G wireless early warning broadcast system. The plan is to update it to a more advanced 4G/5G network broadcast system with faster transmission speed and wider coverage, so as to minimize losses and protect the lives and property of the people when flash flood disasters occur.

II. Upgrade Objectives
The iteration of 2G technology has rendered the earlier early warning broadcast equipment unable to connect to the network and function normally. However, the upgrade from 2G to 4G/5G is an inevitable choice driven by technological iteration and policies. Through spectrum refarming, user migration and infrastructure upgrading, outdated capacity will be phased out, and resources will be released to support the development of the digital economy.

Expand the coverage of early warning information to achieve the release of such information within a wider range.
Enhance the reliability and usability of the system, and reduce maintenance costs.

The upgrade from 2G to 4G/5G is driven by technological iteration and policies, but it also brings challenges such as broadcast equipment costs, coverage, and user adaptation.
